PCOO Secretary Calls on Government Media Organizations to Close Ranks

Secretary Sonny Coloma of the Presidential Communications Operations Office (PCOO) has called on the different government media organizations to close ranks and work as a team.

“Let us commit ourselves fully and unconditionally to our shared mission: to be our President's co-workers in serving our people and building enduring pillar institutions for a vibrant democracy,” he said.

The PCOO Secretary sounded the call for solidarity through PCOO Order No. 1, series of 2012, to all officials and employees of the PCOO-attached agencies, which he signed last Jan. 19, creating an Integrated Management of a National Media and Information Cluster within the PCOO.

Aimed at strengthening the pillar institutions of government in media and information, the creation of the Cluster is anchored upon the Key Result Areas (KRA) for each element of the Cluster, namely:

Philippine Information Agency (PIA), Philippine Broadcasting Service (PBS), Philippine News Agency (PNA), News and Information Bureau (NIB) and People’s Television Network (PTV).

Bureau of Communication Services (BCS), National Printing Office (NPO) and APO Production Unit, Inc., a recognized government printer serving the needs of the national government and local government units.

Meanwhile, to optimize the utilization of these resources, a Joint Management Committee headed by Secretary Coloma will integrate the policies, programs and activities of the component organizations.

He will also deploy the Undersecretaries and Assistant Secretaries in each and across all component organizations to work with the directors and supervisors in ensuring that all PCOO units work in harmony, build upon strengths and skills, and lead the entire organization to higher levels of performance.

Secretary Coloma said he will install a Quality Management Program (QMP) in each component organization with the objective of instituting sound management practices and increasing service effectiveness with this year’s goal of attaining ISO Certification for as many PCOO component units.

“As Secretary, I am also assuming Chief Executive functions in PIA in recognition of the vital importance of this agency's role and responsibilities,” he said.

The PIA Director-General and Deputy Director General will work with the PCOO Secretary in overseeing the agency's head office and field operations, Secretary Coloma added. (Rutchie Cabahug-Aguhob/PIA-10)
