This paper regularly receives announcements, press releases and official statements from MalacaƱang.
Last week, the dailies here in the city have all bannered the claim of Mayor Vicente Y.Emano that he has never received the Memo from MalacaƱang to answer the charges hurled against him re the Sendong devastation. Opposition Councilor Edgar Cabanlas has also released a statement asking the mayor to answer the charges.
Last week, we received a statement from Deputy Presidential Spokesperson Abigail Valte on the Notice to Explain issued to Cagayan de Oro Mayor Vicente Emano. The statement says that the Executive Secretary has issued a Notice to Explain to Cagayan de Oro Mayor Vicente Emano, in response to a complaint filed by private citizens. The Office of the President has jurisdiction over city mayors and governors with regard to administrative complaints.
The statement further says that the inter-agency Task Force created by the President continues to work toward identifying remedial measures and responses to the issues raised in the wake of the devastation brought about by Typhoon Sendong, as well as identifying the accountabilities of officials. It is expected to finish its work within the three-month deadline imposed by President Aquino, which falls in March.
I suppose the mayor has no reason now to deny that he has never received the notice because it is now all over town.
What makes us wonder is why he has not received the notice when everyone has a copy of it. In fact, one of the dailies even printed a copy of it in their front page.
We just wonder why.
