In the island-province of Camiguin, the Secretray poured out commitments to the agri-sector in the area by turning over projects amounting to P 41,318,000. He also led the inauguration of the National Food Authority warehouse in Brgy. Balbagon while he has entrusted the P 39 million worth Farm-to-Market Road (FMR) in Sitio Lima, Brgy. Kuigita. In addition, Sec. Alcala spearheaded the launch of the Harvest/Incubation Tank Shed of the Sagay Multi-Species Hatchery in Brgy. Manuyog, Sagay. A Bureau of Fisheries and Aquatic Resources-ran facility, the hatchery breeds various fish species to support the livelihood programs of local residents and its neighboring towns.
To further accelerate the department’s implementation of programs, projects and interventions, Alcala served as the keynote speaker during the Agri-Pinoy Stakeholders’ Forum held at the Municipal Food Terminal in Mambajao where he urged the province’s local officials and their constituents to take full advantage of the agriculture and tourism potential of the province. He underscored that untapped resources of Camiguin coupled with DA’s technical and financial assistance will steer the province’s transformation into an agri-tourism destination.
Alcala also visited the Benoni Bangus Breeding and Experimental Station in Benoni, where the station has completed various researches, such as: population density of pyrodinium bahamense, culture of green mussels, bangus culture in net-walled pen, polyculture of milkfish and siganid in marine cages and experiments for tilapia in marine water conditions since its establishment in 1989.
Among other projects turned over to the province which was accepted by Governor Jesus Jurdin Romualdo include Multi-Purpose Drying Pavements (MPDP), hermetic cocoons and non-motorized bancas (2-man row).
On the second leg of his three-day visit in the region, Sec. Alcala convened with mostly farmers and fisherfolks affected by typhoon Sendong in another round of Agri-Pinoy Stakeholders’ Forum held at Bayug Island, Hinaplanon, Iligan City.
The city through Hon. Mayor Lawrence Cruz received agri-assistance totaling to P 22,621,880. Among the major projects handed over include: FMR (P15M), Barangay Food Terminal (P2 M) and MPDPs (P1M).
Sec. Alcala also inspected the Balingasag River Irrigation Project, which covers the municipalities of Balingasag and Lagonglong in Misamis Oriental where the project is expected to aid in the region’s goal of being rice self-sufficient by 2016, which will benefit 2,123 farmers with a total area of 2,500 hectares.
In Cagayan de Oro Alcala has also extended assistance to victims, particularly to farmers and fisherfolks in the total amount of P 4,627,746.90. These came in terms of market and post-harvest facilities, farm inputs and implements, medicine and biologics for the livestock industry.
His last stop was in Baungon, Bukidnon where the Secretary inspected the Kabula tramline installed by DA-Philippine Center for Post Harvest Development and Mechanization (PhilMech) at the Kabula-Baungon bridge. The facility served as the alternative transport system after the Kabula bridge, the municipality of Baungon’s vital link to Cagayan de Oro – the market center in the region, which was damaged. The tramline can convey agricultural products that can load up to 400 kilograms with a capacity of 5 tons per hour.
He also witnessed the signing of the Memorandum of Agreement, which officially moves the management of the tramline system to the municipality of Baungon. Participating parties in attendance included the Department of Agriculture - Region X, the local government units of Baungon and Bukidnon and the Congressional Office of the 1st district of Bukidnon.
To fully ensure the transportation needs of farmers, Sec. Alcala and Bukidnon 1st District Representative Jesus Emmanuel Paras forged a Memorandum of Agreement to undertake the so-called “Operation Sagip-Ani ng Baungon” project that would establish the tramline across the damaged Kabula bridge.
Sec. Alcala also handed over support to the municipality projects which are valued at P 2,871,800 wherein P 1,816,000 of this was allotted to bags of hybrid corn seeds. The assistance was accepted through Hon. Mayor Pedro Alvarez.
In its entirety, Sec. Alcala has turned over projects to the region, which are overall valued at P 74,571,800. Excluding in the said amount is projects raffled (organic shredders, moisture meters, laminated sacks, carabao with farm implements, knapsack sprayers, rice seeds, bottom set gill nets, hand tractors, goats, hogs and etc.) which its total worth reached P 3,272,000.

Alcala together with Camiguin Governor Jurdin Jesus Romualdo , BFAR 10 Regional Director Visa Dimerin and Claudio Fabre (partly hidden) inspects the Benoni Bangus Broodstock Development Project; FMR project at Balbagon, Sitio Lima Barangay Kuguita with the school children. Alcala also Inspected the Balingasag river irrigation project at Napaliran, Balingasag, Misamis Oriental with Balingasag Mayor Alexis Quina. After a tour of the Northern Mindanao Mariculture Park Sec. Alcala, assisted by BFAR-10 Director Dimerin and PANRO Danilo Maputol, dispersed bangus fingerlings to one of the cages.
